Add moderator for specific category or subcategory

HI Sana, what moderation features would you say a category moderator needs?

There will be category moderators in Talkyard, but it's not really supported, today.

• Today, there's a permission control system that lets one configure who may edit and delete other people's posts. This could work as some kind of basic moderation functionality — I don't remember how much of this has been implemented. I can have a look.

• However, being a category moderator, might also include being able to grant access the category, e.g. for reading, posting new topics, replying. And "banning" people from the category. This hasn't yet been implemented (although the database structure has been designed with this in mind).

• Being a moderator, could also include reviewing and approving people's first posts, in the category one moderates. This also hasn't been implemented. (Instead, that type of content moderation, happens site wide.)
