Moderation API, dismiss-all, & better granularity

Moderation API and functionality. Based on emails with @chrscheuer:

  • An API for listing pending moderation tasks.
  • A way to dismiss all pending moderation tasks.
  • A way to configure what gets moderated or not. So can disable specific types of moderation. E.g. toggle checkboxes: "Enable type X moderation".

Also fix at the same time?:

  • API: Fetch a page by its Talkyard ID, or reference ID, TyE0450WKTD?
